Contact Us in the footer should be linked to an email contact for your department or to a page with contact information.

For accessibility requirements: Hidden text at the top of the document links to the MainContent DIV and the Footer DIV, allowing users to bypass navigation bars to easily get to content on the page. If you add your own DIVs you may need to add links to those sections.
