    About me

    Dr. McNeese-Ruffin, M.D., FAAFP is a Board Certified Family Medicine Physician who trained at SIU Center for Family Medicine in Springfield, Illinois, where she specialized in Women’s Health and was Chief Resident. Although beginning her undergraduate career at Southern Illinois University Carbondale, she graduated with a Bachelor of Arts in Psychology from the University of Illinois at Springfield in 2005, returning to SIUC where she attended and completed SIUSOM’s celebrated MEDPREP then going on to complete a Doctorate of Medicine from Southern Illinois University School of Medicine in 2013.  Commissioned to the United States Navy in 2008, Dr. McNeese-Ruffin served on the Family Medicine team in Okinawa, Japan for over 3 years treating our Nation’s active duty and dependents stationed in the region, where she also worked closely and helped train local Japanese Fellows in the art of Family Medicine. She served 1 year as faculty for Family Medicine Residency at Naval Medical Center Camp Lejuene in North Carolina and Assistant Professor Uniformed Services University of Health Sciences until she joined as program as Associate Program Director and Director for Women's Health and Obstetrics for SIU Family Medicine Residency, Alton in December 2021.

    She helped to pioneer the Eastside Health Initiative in Springfield, Illinois when she served as President of her School’s SNMA Chapter, which has now evolved into SIU-SOM’s premier Health D.E.P.O.T.S.  Among her several mission assignments and community outreach, she deems her time serving as primary medical officer on a mission trip to Zambia in the fall of 2015, where she was able to serve over 500 women and children, as one of her favorites.

    She is an AAFP Health Equity Fellow Alum, where she developed WOMBSS: Women’s Health and Obstetric Care for Moms and Babies in Southern Illinois and Surrounding Communities; an innovation to help dispel and mitigate maternal morbidity and mortality in her region of influence by expanding the perinatal course through several additional intervention and multidisciplinary collaborative support.   With growing and evolving experience in health equity, Dr. McNeese-Ruffin is quickly becoming a sought-after expert in this area.  Invited to speak, moderate and facilitate workshops to all levels of learners and colleagues has become one of her joys.  

    She is a proud member of Delta Sigma Theta Sorority, Inc. and served as Okinawa Alumnae Chapter President while stationed there.

    She is wife to Antonio Ruffin, a gifted musician and former Navy Enlisted. Her greatest joy is being a mother of two future leaders, Zakiya Evora and Vincent Wesley Elijah Hill and bonus mom to Alicia, Destiny and Brayden Ruffin.  

    Dr. McNeese-Ruffin’s favorite quote is “I am no longer accepting the things I cannot change. I am changing the things I cannot accept.” ~ Angela Davis. Her passion is helping people live happier/healthy lives and she believes Women’s Health is THE pivot point.  Keeping “Her” healthy and whole keeps her partner, children, household and communities healthy.  She desires to inspire her community and hopes to be a role model and champion for all women, patients and future residents she serves.
