Substantial Disruptions in Patient Care or Education (Disaster Plan for Springfield Based Residents)

Scope

This policy was developed for SIU Medicine. SIU Medicine collectively applies to the SIU School of Medicine (SIU SOM), including the Federally Qualified Health Center (FQHC), and SIU HealthCare (SIU HC). These entities are collectively referred to as SIU in this document.

This document applies to SIU staff, faculty, trainees, agents, officers, directors, interns, volunteers, contractors, and any other individual or entity engaged in providing teaching, research and health care items and services at SIU. These individuals are collectively referred to as SIU personnel in this document.

Definitions

The term “resident” is inclusive of all trainees at SIU SOM, whether training in a residency or fellowship program. The term “program” is inclusive of all SIU residency or fellowship programs, whether accredited or non-accredited.

Purpose

The purpose of this document is to establish a disaster plan for residents when there is a substantial disruption in patient care or education.

Procedure

In the event of a critical incident, emergency or disaster, residents will be an integral part of the response.  If a disaster situation is declared by an Affiliated Hospital, residents on Trauma service will report to the trauma team.  Other residents will report to whichever Affiliated Hospital is most accessible to them, unless otherwise directed.  

The Office of Graduate Medical Education (OGME) will contact the program director or coordinator of each program experiencing a substantial disruption in patient care or education.  Individual departments or Affiliate Hospital staff will then be responsible for notifying residents of the disaster and their hospital assignment.  Once they have reached the designated  person power center of their assigned hospital, residents will follow the disaster plan of that particular hospital.

In the event of a disaster or other substantial disruption in patient care or education, the  institution will contact the Affiliated Hospitals to ensure continuation of salary, benefits, professional liability coverage, and resident/fellow assignments.

SPRINGFIELD SPECIFIC INFORMATION:

Residents at HSHS St. John’s Hospital will meet in the designated person power pool located in the Physician’s Lounge.  Those at Springfield Memorial Hospital will meet in the Physician’s Lounge (Room G105).

Notification and assignment of residents to their respective person power pools will be coordinated with the Office of Graduate Medical Education after consulting with the hospital(s).
