Purpose The Grant Review Committee (GRC) serves solely for the purpose of peer reviewing research proposals for scientific merit. It acts as a reviewing agency for internal funding opportunities. For the past 16 years, the jail’s population has averaged 336, due in part to a significant increase in the proportion of court-involved individuals with mental illness (MI) or co-occurring substance abuse (CMISA).
